Proposed County Employee Paid Family Leave Policy

Primary Caregiver Parental Leave  – 14 weeks paid can be taken in connection with the birth of an employee’s biological child or the placement of an adopted or foster child within an employee’s home. 

Secondary Caregiver Parental Leave   – 8 weeks paid can be taken in connection with the birth of an employee’s biological child or the placement of an adopted or foster child within an employee’s home. 

Primary Caregiver: Is defined as the parent who has primary responsibility for the child immediately following the child’s birth or adoption. 

Secondary Caregiver: Is defined as the parent who has secondary responsibility for the child within the first year of the child’s birth or adoption. 

Paid Leave: Buncombe County will pay 100% of individual’s salary during approved leave. Under this proposed policy, employees may take intermittent Parental Leave during the first year following a birth or adoption.
